In 2004, the Children’s Services Council approved funding and procured consultative services with the Broward Regional Health Planning Council (BRHPC) to provide a comprehensive analysis of the current service delivery systems for children with special needs in Broward County. The Children’s Services Council and Children’s Services Board (CSB) worked in concert with providers and advocates to map current services and system gaps for children with special needs, excluding those with social and emotional conditions better served through the behavioral health continuum.
There is only limited data available that defines the special needs service delivery continuum for children in Broward County, and much of the information that exists is anecdotal rather than definitive. Multiple funding streams (federal, state, local, private and third party insurers) have differing eligibility requirements, service limitations, waiting lists and other factors that present daunting obstacles for families. With no single point for information, entry or accountability, parents struggle to obtain and maintain critical services for their children.
